Properties recorder in Python and MongoDB

CTA has developed a Properties Recorder (see attached file) that may fit LLAMA needs very well. This issue is to propose to

1. CTA to push the package in the ACS-Comm repo
2. the Control Board to integrate the package.

Hi Guigue,

I just registered to answer you. Yes, we will add our code here.

I mostly worked in a big refactoring of the code to make it more 'pythonic', and to make it run as a single application. It is deployed in one of our prototype telescopes, using the MongoDB backend, and seems to be working very well.

We are still polishing a bit the code style and a I will like to add a bit more of unit tests. I also need to integrate the unit/integration tests into TAT, I hope it is not a big deal. This, together with some documentation to explain its usage will make it suitable to put it to the community. Probably Sometimes in January 2016.

Many thanks Igor. Mid January is perfect for me. I will use 100% of my time working on software development until the Carnival.

As discussed at the meeting with CTA people last week, this code should go in the contributed code when done (@see #20)
