Context

The prototype dashboards deployed as part of #6567 are manually defined with the Grafana UI.

Proposal

We need to encapsulate the dashboard design with grafonnet code so that we can reliably deploy this dashboard en masse.

Definition of Done

• DEPENDENCY: community feedback is incorporated Iterate given lessons learned from User cost monitoring prototype #6649
• Grafana dashboard design is encapsulated as grafonnet code in 2i2c infrastructure repository
