Release should include English

Seems like a mixed bag in terms of what releases are written in English as some are only in Chinese which doesn't make sense nor helpful. The issue isn't that releases have Chinese, the issue is that some releases are only in Chinese leaving someone to hope that a translation software will be accurate enough and doesn't give you a garbage response.

It doesn't make sense since apparently some of the devs are already bilingual and do write certain releases in English, just seems like a barrier in place.

For our V1 version, we already include an internationalized version, so the release notes are in English.
For V2, internationalization is not yet available. Once it’s supported, we’ll publish the release notes in English as well, same as V1.
