Format for the use statements on rust code

This is just to get feedback on the format of use statements, so that we can choose a tool to apply the coding style consistently across the repos, and remove the need of human review of such changes.

My two cents: Ideally we should have a format that is supported by tooling and it is easy to configured. For example, the language server rust-analyser automatically groups imports by category and separate them with a newline ref, but it doesn't have nearly as many configuration nobs as rustfmt, it would be nice to have a configuration that works for both tools.
